Transport development department is engaged in economic and marketing researches, scientific works in the field of sea transport, consulting services and development of management systems for shipping companies, as well as conducts international activity in the field of transport and logistic systems development in countries of Asia Pacific region.

Specialists of transport development department have wide experience both in economics, marketing, management and in ships designing.

Main activity:

Economic and marketing, scientific and research works: analysis and feasibility studies, investment project and business plan studies; assessment of transport infrastructure objects, floating facilities; analysis of shipping development in the Russian Far East, studies of potential volume of cargo transportation; collaboration and working out of amendments in federal and regional programs of fleet and transport systems development in the Russian Far East; monitoring of fleet condition, cargo flow, etc.

FEMRI has a long history of international relationships development. The Institute was engaged and supervised a number of researches being the background of different programs of regions development. Nowadays, FEMRI is a member of Transport Expert group of the Greater Tumen Initiative (GTI - a joint mechanism of cooperation in North-East Asia).

The Institute conducts active international policy in the field of transport and logistic systems development in countries of Asia Pacific region, participates in conferences and symposiums, and carries out business meetings on the above issues. It has strong relationships with international organizations: KOTI, KMI, ERINA, UN ESCAP, ROTOBO, East-West Center, IMO, etc.


Consulting services and ISM Code

The International Management Code for the Safe Operation of Ships and for Pollution Prevention, named as International Safety Management Code (ISM Code) was adopted by the International Maritime Organisation in it's resolution A.741 (18) dated 04 November 1993. ISM Code has received the obligatory character for shipping companies through new chapter IX «Management for save operation of ships» of the SOLAS-74 convention.

For practical realization of ISM Code requirements shipping companies must develop and bring into action the Safety Management System (SMS) in accordance with ISM Code.

Transport development department has more than 10 years experience in the field of consulting and development of Safety Management Systems.

Consulting services and ISPS Code

Ship Security Plans are developed in order to prevent illegal acts against ships and crewmembers in accordance with regulations of Chapter XI-2 «Special Measures to enhance maritime security» of International Convention for the Safety of Life at Sea (SOLAS-74) and regulations of International Ship and Port Security Code (ISPS Code), adopted by Resolution 2 of Conference of Contracting Governments on 12.12.2002.

With assistance of expert organizations companies must develop and approve in recognized security organization designated Ship Security Plans for their ships and implement them onboard in accordance with regulations of Chapter XI-2 of International Convention SOLAS and part A of International Ship and Port Security Code (ISPS Code).
